CAPPA Backs FG’s Healthy Food Procurement Guidelines, Seeks Swift Nationwide Implementation

A policy that determines what millions of Nigerians eat in schools, hospitals and other public institutions could become a powerful tool in the fight against diet-related diseases if properly implemented, according to a leading civil society organisation.

Corporate Accountability and Public Participation Africa (CAPPA) has praised the Federal Government for launching the National Guidelines for Public Procurement of Food and Related Services, describing the policy as a major step towards improving nutrition and creating healthier food environments across Nigeria.

The guidelines, published in December 2025 and officially launched in Abuja on Monday, establish nutrition standards for food purchased with public funds in schools, hospitals, correctional facilities, NYSC orientation camps, orphanages, internally displaced persons’ camps and other public institutions.

CAPPA said the new framework prioritises healthier food choices by restricting sugar-sweetened drinks and beverages containing non-sugar sweeteners, setting limits on sodium, saturated fats and trans fats, promoting fruits, vegetables and whole grains, and encouraging local food sourcing.

Executive Director of CAPPA, Akinbode Oluwafemi, described the initiative as “a major milestone in Nigeria’s journey towards healthier food environments,” noting that government procurement decisions directly influence the diets of millions of Nigerians.

While commending the Bureau of Public Procurement and its partners for developing the guidelines, CAPPA urged authorities to ensure their full implementation.

The organisation called for the immediate establishment of the National Food Procurement Oversight Committee, regular compliance inspections, independent audits and adequate training for procurement officers and food service providers.

CAPPA also pledged to continue supporting the implementation of the guidelines through research, public education, stakeholder engagement and independent monitoring.
