FCC Pushes Infrastructure Equity, Seeks Budget Ministry Partnership On New Development Index

A new infrastructure monitoring framework being developed by the Federal Character Commission could reshape how government projects are distributed across Nigeria, with a focus on ensuring no region is left behind.

The Federal Character Commission (FCC) has unveiled plans to introduce an Infrastructure Balancing Index (IBI) aimed at promoting the fair distribution of development projects and socio-economic amenities across Nigeria.

FCC Executive Chairman, Hon. Hulayat Motunrayo Omidiran, disclosed this during a courtesy visit to the Minister of State for Budget and Economic Planning, Dr Doris Uzoka-Anite, in Abuja, where she also sought stronger collaboration and improved funding support for the Commission.

According to Omidiran, the proposed index will serve as a strategic tool for tracking the spread of infrastructure, social amenities and government projects nationwide, helping to ensure balanced development and inclusiveness across all communities.

She explained that the new framework would complement the existing Character Balancing Index, which guides equitable representation in public sector recruitment and appointments.

Responding, Dr Uzoka-Anite reaffirmed the Federal Government’s commitment to grassroots-driven development under the Renewed Hope Development Plan.

She revealed that the ministry is currently conducting a nationwide survey and mapping exercise of all wards as part of preparations for the National Development Plan 2026–2033.

The minister noted that the initiative is designed to identify and harness the unique economic strengths of communities across the country, stressing that sustainable national development must begin from the grassroots.

Both institutions pledged to deepen cooperation in support of equitable access to infrastructure, opportunities and socio-economic benefits for all Nigerians.
