Nigerians buying mobile phones and other SIM-enabled devices could face restrictions on network access as the Nigerian Communications Commission (NCC) steps up enforcement of type approval and device verification requirements.

The Commission warned that devices that fail to meet the applicable regulatory requirements may be restricted from accessing Nigerian mobile telecommunications networks when the new enforcement framework is fully implemented.

In a notice dated 19 October 2026, the NCC directed manufacturers, importers, distributors, dealers and retailers to ensure that all device models intended for importation, assembly, distribution or sale in Nigeria have the required type approval.

The Commission also said suppliers must submit the International Mobile Equipment Identity (IMEI) information of individual devices through its approved compliance process for verification before sale and distribution.

Businesses have been advised to check existing stock for compliance and work with suppliers to resolve any outstanding issues. New imports must also satisfy the requirements before being placed on the Nigerian market.

The NCC said the technology-enabled compliance process would strengthen oversight of devices entering the country and help identify irregularities in their importation and distribution.

Working with the Nigeria Customs Service, the initiative is also expected to support the reconciliation of import records, ensure compliance with applicable duties and promote fair competition among businesses.

The Commission urged businesses that are uncertain about the process to seek guidance through its approved onboarding channels.

Manufacturers, importers and dealers can visit www.ncc.gov.ng/DeviceCheckerGuide or call 315 for assistance.

The NCC said the initiative was designed to protect consumers, improve regulatory compliance and promote a fair and sustainable market for communications devices in Nigeria.
