ECOWAS, AfDB Partner To Boost West Africa’s Early Warning, Crisis Response Systems

As the West African region continues to grapple with complex security, climate, and humanitarian challenges, the Economic Community of West African States (ECOWAS) and the African Development Bank (AfDB) have launched a major joint initiative to strengthen early warning and response capacities across member states.

The $2.7 million project, now in its active phase, aims to enhance ECOWAS’s ability to detect, anticipate, and prevent human security crises in the region.

It was formally set in motion during a four-day retreat at Zuma Rock, Niger State, Nigeria.

The initiative, led by the ECOWAS Commission’s Early Warning Directorate, will run for two years in line with an agreement signed with the AfDB in May 2024.

It seeks to modernise the regional early warning system, integrate gender and climate perspectives into crisis monitoring, and leverage artificial intelligence to improve data collection and analysis.

According to the ECOWAS Commission, the project is designed to make prevention a cornerstone of crisis management while building resilience against climate shocks and other destabilising factors.

It will also include conflict sensitivity assessments across member states, providing data-driven insights to strengthen peacebuilding and stability.

At the opening of the retreat, the ECOWAS Director of Early Warning, Dr Onyinye Onwuka, urged members of the Project Management Unit to ensure effective implementation, stressing that “the success of this initiative will define how well West Africa can predict and respond to emerging threats.”

The retreat will focus on finalising the work plan, procurement schedule, communication strategy, and monitoring framework to ensure the project’s successful rollout.

The collaboration marks a renewed commitment by ECOWAS and AfDB to promote peace, security, and sustainable development in the region through proactive and technology-driven governance.
