CISLAC Pays Tribute To Buhari, Urges Leaders To Learn From His Legacy.

The Civil Society Legislative Advocacy Centre (CISLAC) has paid tribute to former President Muhammadu Buhari following news of his passing, describing his leadership as a blend of discipline, high expectations, and lessons for Nigeria’s future leaders.

In a statement, Executive Director of CISLAC and Head of Transparency International Nigeria, Comrade Auwal Musa Rafsanjani, expressed condolences and prayed for Buhari’s eternal rest.

“May his soul rest in peace,” Rafsanjani said, reflecting on Buhari’s early years as military head of state, particularly his launch of the War Against Indiscipline (WAI), which, he noted, instilled order, patriotism, and a sense of civic responsibility across the nation.

“People began to report to work on time, queue properly, and display the national flag in offices. National symbols were respected. There was a strong sense of civic duty,” he recalled.

While acknowledging criticisms of Buhari’s military era over human rights concerns, CISLAC pointed out the wide public support he received upon returning as a civilian president in 2015.

Expectations were high, especially on issues of corruption, security, and unemployment.

“He came into office with noble goals and enjoyed public trust in the beginning,” Rafsanjani noted. “But leadership goes beyond vision—it requires transparency, accountability, and the ability to manage internal political dynamics.”

CISLAC also acknowledged Buhari’s impact on national conversations around governance and anti-corruption, and encouraged today’s leaders to learn from both his strengths and shortcomings.

“Future leaders must put national interest first and work to leave behind legacies that earn respect at home and abroad,” Rafsanjani added.

The statement ends with a prayer: “May Allah grant him eternal rest. Ameen.”
