EU and Council of Europe say they are committed to promoting the global abolition of death penalty or any form of its reinstatement.

A joint statement by the High Representative of the European Union, Josep Borrell and the Secretary General of the Council of Europe, Alain Berset, on this European and World Day Against the Death Penalty, reaffirm their strong opposition to its use in all cases.

Describing the death penalty as an inhumane punishment that denies human dignity, they said death penalty belongs in the past and must be abolished now.

“We are encouraged by the growing global support for abolition, with more than two-thirds of countries having ended the death penalty in law or practice” the joint Statement noted.

It stressed that in 2023, the number of executions worldwide hit a record low but executions persist in countries like China, Iran, Saudi Arabia, Somalia, and the U.S., with Iran accounting for 74% of recorded executions.

The joint Statement therefore, urged the few remaining states to establish a moratorium as the first step towards abolishing capital punishment as evidence shows the death penalty does not deter crime, and mistakes in justice become irreversible with executions.
