FG Hails PASGA As Turning Point For Digital, Future-Ready Public Service

As governments worldwide race to modernise their bureaucracies, Nigeria is taking a decisive step towards building a smarter, more agile public service.

The Federal Government has declared the Personnel Audit and Skills Gap Analysis (PASGA) exercise at the Federal Ministry of Information and National Orientation a major success, describing it as a critical milestone in efforts to enhance efficiency, transparency, and digital transformation within the civil service.

The high-level presentation, held in Abuja on Thursday, brought together senior officials, representatives from the Office of the Head of the Civil Service of the Federation, and consultants to review key findings and chart a path for institutional reform.

Presenting the report, Managing Director and Chief Executive Officer of Stransform Ltd, Offiong Archibong, said the exercise met its core objectives through personnel audits, stakeholder engagements, and data-driven assessments aimed at strengthening workforce structure and service delivery.

She explained that the process involved extensive field verification across departments and state-linked offices to ensure credibility, adding that the goal goes beyond diagnostics to building “an agile, future-ready workforce, not just for what you need now, but for what you need tomorrow.”

Archibong highlighted the need for structured succession planning and knowledge transfer, warning that losing experienced personnel without proper systems in place creates critical gaps.

She also identified capacity shortfalls in strategic communication, digital content development, records management, and data analytics as key areas requiring urgent attention.

Describing the gaps as systemic rather than individual failures, she noted they stem from issues in role specification, training, recruitment strategies, and performance management.

On a positive note, she commended the Ministry’s gender balance, revealing that women make up 56 per cent of the workforce, an encouraging benchmark for inclusivity.

In his remarks, Director of Publication, Production and Documentary, Mr Okunnu Ibidapo, speaking on behalf of the Permanent Secretary, praised the thoroughness of the exercise and assured that the Ministry would carefully review and implement the recommendations to strengthen institutional performance.
