NAF Deepens Civilian Protection Measures In Air Operations
In a move that underscores its evolving approach to modern warfare, the Nigerian Air Force (NAF) is intensifying efforts to integrate Civilian Harm Mitigation (CHM) principles into mission planning and execution across all theatres of operation.
The initiative reflects a broader commitment by the Force to deliver smarter, more humane, and accountable airpower in line with the strategic vision of the Chief of the Air Staff, Air Marshal Hasan Bala Abubakar.
Through recent Civil-Military Relations (CMR) engagements held in Maiduguri, Enugu, and Bayelsa, the NAF is deepening awareness among personnel on the importance of precision, restraint, and empathy in combat zones.
The Chief of Civil-Military Relations, Air Vice Marshal Ibikunle Daramola, represented by Air Commodore Elisha Bindul, explained that the revised NAF CMR Policy now positions CHM and gender mainstreaming as central to operational planning, a deliberate shift towards “smarter airpower” that prioritises human life alongside national defence.
During the interactive sessions, participants discussed field experiences and strategies for improving community engagement, inter-agency coordination, and adherence to Rules of Engagement.
The sessions also reinforced NAF’s zero-tolerance stance on sexual exploitation and abuse, while highlighting previous humanitarian efforts that have benefited thousands of civilians in host communities.
Air Commodore Umar Idris, Air Component Commander of Operation Hadin Kai, stressed in Maiduguri that maintaining trust with communities remains a decisive advantage in counter-insurgency operations.
He emphasised that lawful and humane conduct not only strengthens morale but also ensures long-term peace and stability.
Through sustained training, outreach, and quick-impact projects, the Nigerian Air Force continues to redefine precision airpower, one that safeguards civilians, builds trust, and reinforces its moral authority in conflict operations.
